Laguna Beach operates under a council-manager form of government. Policy-making and legislative authority are vested in a five-member City Council. The City Manager carries out the policies and ordinances of the City Council, oversees day-to-day operations and appoints department heads.
The City Council generally meets at 5:00 p.m. on the second and fourth Tuesday of each month. Write to all Council members at once from the contact page, or call City Hall at (949) 497-3311.
