Apply for a Building Permit

Apply online through the Public Permit Portal, check if you need a permit, and see the codes in effect.

Residents and businesses must obtain a permit before constructing, enlarging, altering, repairing, moving, demolishing or changing the use of a building, or an electrical, mechanical or plumbing system.

How to apply

  1. Check whether you need a permit. Review the Do You Need a Permit guide or call the Building Division.
  2. Prepare your plans and application. Use the Building Submittal Requirements checklist so your submittal is complete.
  3. Apply online. Submit your project plans and completed application through the Public Permit Portal. You can track plan review status and pay fees there.
  4. Schedule inspections once your permit is issued.

Codes in effect

All building permit applications submitted on or after January 1, 2026 are subject to the 2025 Laguna Beach Building Standards Codes.
